KWABRE EAST MUNICIPAL ASSEMBLY HELD A TWO DAY TRAINING WORKSHOP ON THE GAPS IN THE 2018 DPAT

The Kwabre East Municipal Assembly have organized a two day workshop for the Head of Departments/Unit and agencies on Wednesday 14th July to Thursday 15th of July 2021 at the Assembly Hall, Mamponteng.

The purpose of the workshop was to educate the Heads of Departments /Units on the 2018 DPAT programs on the Public Financial Management Act 2016, Act 921 Relating to the procurement matters, Local Governance Act 2016, Act 936 relating to procurement matters, Composite Budget Preparation, Minutes and Report writing and Records Keeping, as their roles,. Responsibilities and duties they have to play at their various departments or sectors they have been assigned to.

Hon. Nana Osei Asibey Bonsu, Municipal Chief Executive of Kwabre East Municipal Assembly was present at the workshop to give the welcome address. He said that, every workshop organized is very important and should be treated as such. He encourage participants to concentrate on everything that happens and also listen attentively to every information provided, and should be treated as important. He also said, any question that baffles participants mind should be asked so that answers can be provided to their satisfaction.

Mr.  Kenneth Kwame Kankam, the Municipal Development Planner and facilitator during the workshop, expressed his profound gratitude to the participants and the various sub-unit heads present. He said that, this two day workshop program will help all heads of units to know more about the DPAT assessment, know how to prepare their budget and also know the differences between minutes, keeping of records and report writing. He further explained that, there is a difference in minute and report writing, and minute writing must be captured the essential points only and must be considered key points. And report writing must be explained further and detailed on the key points outlined and also it must be General Introduction like, Title, table of content, objectives and conclusion. And also the procurement must know the local governance relating to the procurement matters and know the cost of tender proceeding in disproportionate to the cost of product to be procured and intellectual or patent right.

Mr. Kankam said that, record keeping can be in Alphabetical other, numbers, names and file form. He used the opportunity to tell the participants to also keep the office record file in an appropriate place for easily searching. And also must be dated.

Mr. Bediako Brempong Asare, the Municipal Coordinating Director of Kwabre East concluded by thanking the Municipal chief Executive, the Facilitator, Mr. Kenneth Kankam and the heads of department/units for their time and energy through the workshop training.

CONCLUSION

The two days’ workshop was very successful, some participants were late for the event. All COVID-19 safety protocols were duly observed. Participants expressed satisfaction and they also requested for more frequent workshops to be organized to equip and train Head of Departments/Units and agencies for effective and efficient performance.

The workshop was well attended by participants/ head of departments and units in the Assembly. In attendance were, the Municipal Chief Executive (MCE), Hon. Nana Osei Asibey Bonsu, Municipal Coordinating Director, Mr. Bediako Brempong Asare, the Human Resource Management officer, Mr. Mohammed Abdul-Aziz, Municipal Finance Officer, Mr. Kofi Antwi, Municipal Environmental Health, Mrs.      Mrs. Ronnies Serwah Boamah, Municipal Information Officer, Municipal Budget Officer, Mrs. Portia .A. Badu, Municipal Physical Planning Officer, Mrs. Mavis Achiaa, Client Officer, and other executives
